Understanding CCW Reciprocity

Concealed carry reciprocity refers to agreements between states that allow holders of a valid concealed carry permit from one state to legally carry in another state. Not all states participate in reciprocity, and some states have conditional or restricted reciprocity with certain other states.

Constitutional carry states (shown in green) do not require a permit to carry a concealed handgun. As of 2025, 27 states have enacted some form of constitutional carry. Even in constitutional carry states, obtaining a permit is often recommended for travel reciprocity purposes.

Shall-issue states (shown in blue) are required by law to issue a permit to any applicant who meets the legal requirements. May-issue states (shown in yellow) have discretion in whether to issue permits, and in practice these states are often more restrictive.

Maryland CCW Laws — Wear & Carry Permit

Maryland is a shall-issue state following the 2022 Supreme Court ruling in NYSRPA v. Bruen. A Maryland Wear & Carry Permit is required to carry a concealed handgun in public. Maryland does not honor any out-of-state permits, and no other states honor the Maryland Wear & Carry Permit.

To obtain a Maryland Wear & Carry Permit, applicants must complete 16 hours of QHI-certified training, pass a live fire qualification, complete LiveScan fingerprinting, and pay a $75 application fee to the Maryland State Police.

Traveling with a Firearm — Key Rules

Before traveling across state lines with a firearm, always verify the current laws of every state you will be driving through — not just your destination. Laws change, and this map is updated regularly but should not be your only source before travel.

  • Even in states that honor your permit, local ordinances may impose additional restrictions
  • Federal law prohibits carrying in federal buildings, national parks (in some cases), and certain other federal properties regardless of state law
  • Transportation of firearms in a vehicle is governed by both state law and the federal Firearm Owners Protection Act (FOPA) for interstate travel
  • Constitutional carry states still prohibit carry in certain locations — schools, government buildings, bars, and more
  • When in doubt, contact the state police of your destination state for current guidance

What is CCW reciprocity?
CCW reciprocity means that one state agrees to honor concealed carry permits issued by another state. If you hold a permit from State A and State B has reciprocity with State A, you can legally carry concealed in State B. Not all states participate, and some have one-way or conditional reciprocity agreements.
Which states have constitutional carry in 2025?
As of 2025, 27 states have enacted constitutional carry (permitless carry) laws: Alabama, Alaska, Arizona, Arkansas, Florida, Georgia, Idaho, Indiana, Iowa, Kansas, Kentucky, Louisiana, Maine, Mississippi, Missouri, Montana, Nebraska, New Hampshire, North Dakota, Ohio, Oklahoma, South Dakota, Tennessee, Texas, Utah, West Virginia, and Wyoming. Vermont has never required a permit and is considered the original constitutional carry state.
Does Maryland honor other states' CCW permits?
No. Maryland does not honor any out-of-state concealed carry permits. If you travel to Maryland with a concealed firearm and do not hold a valid Maryland Wear & Carry Permit, you are in violation of Maryland law regardless of what permits you hold from other states.
